Center Capacity is the subscribed capacity of the center. Center Capacity comes from your subscription plan. Number of active children in a center cannot exceed the Center Capacity. 

For setting up programs, we use the Program/Class (P/C) Enrollment Capacity. Program Enrollment Capacity comes from Room Capacity (on Step-2 >> Settings) and cannot exceed Room Capacity. Whereas, Class Enrollment Capacity can be set to any number and is independent of any room.
