We entered a payment and then refunded it directly in Transaction Express (TSYS portal). Do we need to do anything in iCare?

You don't have to do anything in iCare. Those 2 transactions in Transaction Express cancel each other out. This has no effect on the parent's ledger in iCare or their yearly tax statement for childcare credit.
